I am probably the last person on earth to understand the logic of this but here is my question.
If we already have a fully functional stadium, why on earth are we going to spend tons of money to build another one?

An example would be im sure you have more than one purse? If you already have a purse why buy a new one? Well you buy them because they are new and look better. I'm sure if someone else were buying you those purses they said "LS, do you need another purse? I just bought you one last month?" This is the same thinking for the stadium

They claim the maintenance on the current Dome will be expensive, so why not take the money and put towards a new stadium. The current Dome is 100% publicly funded, while the new stadium will be private investment with $200M of public money, backed up hotel/motel taxes collected in Atlanta and unincorporated Fulton County.

Because mr. blank wants one and what billionairs want, billionaires get if they hold their breath long enough. To be clear, I wouldn't care as much if there were no public money going into this.

Because the NFL is a non-profit organization, which is why it doesn't pay any taxes to the government.

So why not scam other taxpayers out of their money to line the pockets of the teams more so we can watch millionaires toss a ball around in a better stadium?

Hmmm. Wow. So this entire effort really is pretty much bologna. Expensive bologna at that. And we're going to have to use 200M of public money to pay for this? I wonder how come I have not heard about any lawsuits being filed to stop this silliness.

I'm not a lawyer, but I would guess that technically, there aren't grounds for the lawsuits yet. Until there are public contracts signed, nothing is set in stone at this point. I would guess that in theory, Atlanta could withdraw from their side of things at this point without much or any penalty. I would be surprised though if there wasn't more than a few lawsuits drawn up and just ready for there to be grounds.

Its really about competition, and bringing major events ie the Super Bowl here. The status quo wont cut it..The city knows that.

Not sure what the grounds for a suit would be. There isn't a law saying that the tax money cannot be used to pay for a stadium. I suppose you could fight on environmental impact grounds. Not sure. And, there's no law on the books where you can stop money from being spent just because someone thinks it's a waste. The remedy is to remember it when the election rolls around.
