Probably the only suitable terrain. The land east of Savannah looks quite marshy.

The President signed. From today's online ABC:

"The last hurdle to deepening the Port of Savannah fell by the wayside Tuesday when President Barack Obama signed a water resources bill authorizing $706 million for the long-awaited project."
