There are many places north of the "snow belt" that have decent enough roads. The snow and ice thing is mostly an excuse.
Have you seen how NYC sanitation crews clear the snow they do get from the streets? It brings a whole new meaning to "I DO NOT GIVE A SINGLE ****":

NY's Dumbest; NYC sanitation workers DESTROY A CAR - YouTube

I've personally seen plows rip up huge chunks of street clearing snow and ice.

Have you never been to NYC? Yeah, half the city doesn't own a car, but that means half the city does. New Yorkers REALLY love their cars too.

...This is an excellent point as just as NYC and the Tri-State area have an comparatively-superior availability of transit options, there are places in the Tri-State area (particularly in Queens and Long Island but also in other parts of the Tri-State area like Northern New Jersey, Westchester, suburban Connecticut) that is also home to a noted car culture that (surprisingly to some) compares favorably with the likes of a Los Angeles or a Houston or a Detroit or even an Atlanta.

Having a much-higher availability of transit means that many Tri-Staters either can drive less (if they own a car) or don't have to drive at all (and often cannot necessarily afford to drive all the time because the cost of doing so is astronomically-high, particularly if one must live or work on the island of Manhattan or in other parts of NYC where parking spaces are extremely-scarce in an ultra-dense city of over 8 million inhabitants and a greater metro region of nearly 22 million inhabitants).

First off, your mileage may vary when it comes to potholes in Atlanta. The suburbs by and large have very smooth roads, but there are plenty of surface streets in Atlanta which are pretty bumpy.

Anyways, Atlanta has less rain, fewer people, and milder winters than most large cities. That helps.
