On the bright side, streetscape improvements are low-hanging fruit. You can make big strides with a relatively modest investment. It's much more difficult to bring destinations (walking or otherwise) to an area without the income to support it.

It's also very spread out with massive roads cutting through it and large stretches of parking lots. As is, you'll always be hopping into your car to go somewhere nearby. It would be an interesting challenge for city planners to make it an inviting walkable area. Cobb Energy is nearby but not easily accessible although how many people want to catch a show after the game?

This might be one of the few cases where a monorail makes sense.

Monorail is actually a brilliant idea. Similar to Disney world, you could have parking areas spread out over a few mile radius to help divert traffic away from the troubled spots. Then rail the fans into the stadium. Everyone is happy.

I believe the Disney monorail does use tires and gas.

No, the Disney Monorail still uses a 600V bus rail along the guideway. But no reason you couldn't make one diesel-powered, Disney does have a diesel tug for towing operations.

it wouldn't necessarily have to be a monorail. The Maglev idea would work too. im not too familiar with that area, however, so im not sure where you put offsite parking lots.
