I guess the question is, what is the net effect after you take into account the holes they left in the buildings they used to be in. Was there an overall gain for the city, or is it just musical chairs?

Cant that argument be used against any new construction in the city?

Well, it depends. Are the buildings being occupied by new tenants that were not in the city before, or are they just relocating from another building in the city?
