Why are there so many unincorporated areas in Atlanta? I find this very confusing, and I'm from Atlanta. A lot of people I know, don't even know if they really live in a city or not.

I guess it's because you don't need to incorporate in order to get normal "city" services. In Georgia, the counties sort of serve as "cities" unlike, say, Texas. I agree it's REALLY confusing, but it seems like some parts of the Metro Area are rapidly incorporating, unfortunately creating needless duplication of some services.

If they don't know if they live in a city then they obviously don't pay the bills in their household or live in an apartment. If you lived in a city, you would have both city and county taxes and your garbage/sewage bill would often be provided by the city government

Do they pay taxes? Do they vote? If they do either of those two things then I can't see how they wouldn't know what municipality they live in. Do they know what police and fire agency is on call?

How can you live somewhere and not know where you live?

They just moved to the area about a week ago. They have a Decatur address and I had to explain to them that they live in unincorporated Dekalb.

Because in Georgia we make counties into large cities by giving them all the tax powers of cities.

There are quite a few other places that are like this...Maryland, South Carolina, Florida, and Virginia that comes to mind. In other states there are specific urbanized counties that possess this type of power of municipal power in its unincorporated areas. It's not just Georgia that allows its counties to operate like a municipal government.

lol, this is all I know since the only places I've lived were these states, sans Florida.

I'm used to towns being unincorporated and paying taxes to the County only.
