Best single improvement: Reverse the sprawl and improve traffic in Atlanta by fixing the main problem at its source: Reform the US highway program to be 100% funded by user fees. Not a "sexy" improvement, but it will have many benefits that will cascade through the region. More density (more new living choices), less stress (traffic), better health (more walking / biking).
