I think the City should use eminent domain to purchase a few more blocks of property adjacent like "Metro Mall", and sell it with underground as a package!

Because the city is not strict enough on it's zoning policies. This would never be allowed in NYC, SF, Chicago(though they do have a big box suburban type development just outside of downtown, but this was built a while back), Seattle, Boston, DC...you just wouldn't see this in those cities these days. It's awful, but hey....money talks. Atlanta isn't progressive enough to say, "No, you can't build this here".

The assumption was that the Beltline zoning overlay that was passed would be stronger and supersede the existing zoning in place. But 800 Glenwood showed that did not hold up in court and with the zoning board. Now the city and the Beltline is working on rezoning all the parcels one by one to ensure this does not happen somewhere else.

Buying this property, which is adjacent to campus, makes sense, and there's still plenty of downtown left for developers.
