Good morning.

I recently received a citation for entering the HOV. I don't dispute the fact that I was in the wrong. Normally I carpool so I just wasn't thinking.

In any case, if I just pay off the ticket does this affect my driving record (points). I currently have 0 points. More importantly, would this affect my insurance rate?

It is up to your insurance company. I don't think that a single ticket will affect your rates much... but they use some magical mathmatical hoodoo to decide what to charge people.

according to this it is 1 point for 4th offense and after, so I think you're in the clear.

I wouldn't think that would raise insurance rates. It's not as if you were doing a potentially dangerous action such as speeding, running a red light, tailgating, or any of other numerous activities. You were simply not in the right lane. Not rate-raising worthy. But since insurance companies are the devil, they'd raise you rate for smiling wrong.

Are you sure it wasn't a civil fine vs moving violation? I don't think insurance companies consider civil fines.
