Wouldn't they have to get a permit before they can sell alcohol?

If the voters are against it, the city government ought to heed their wishes. That's what they are elected to do.

Vote with your feet. If you don't like what the stores are doing, don't patronize them. They're committing no crime against you. If the public doesn't embrace the business model, they'll shut their doors soon enough.
Aren't there bigger issues to tackle in that area? Issues where actual civil rights are being violated?

I'm sorry, but can you elaborate on the last part of that? Exactly which civil rights are being violated in Southwest Atlanta?

For starters, violent crime. That's not a problem in southwest Atlanta? Hello?

There's a pretty strong anti-alcohol sentiment in much of SW Atlanta. The non-Atlanta municipalities in the area have all cycled through their own stringent ordinances over the past couple of decades to fight the evils of alcohol, some with more success than others.
