So what Atlanta neighborhood has the most community feel. I'm looking for places that have lots os festivals, and events. That has places where everyone kids hangs ou(like a park or library). Where everybody knows each other and treats them like family.

Well, Decatur's known for its numerous festivals. I think some of that community feel might vary from street to street in any given neighborhood.

Brookwood Hills and Garden Hills, too. It helps that they have community pools/parks. Very kid friendly as well.

Cabbagetown is always having events. Mardi Gras parade, new neighbor parties several times ech year, the most insane 4th of July fireworks show anywhere, Stacks Loft Tour & Art Show, Chomp & Stomp, Cabbagetown Reunion, Estoria Fest, numerous events each year hosted by Milltown Tavern, easter egg hunt, Movie & Food Truck Fridays in the park, etc.

Peachtree Hills would be up there if they ever get around to developing the 20 acres of vacant land around the Peachtree Hills Avenue/Virginia Place intersection.

I think we could name just about any popular, intown neighborhood. My preference is Lil' Mexico (Kirkwood).
