Back in 2003, North Carolina commissioned a study into the feasibility of burying all their power lines. Two words stand out over all else, right there on page 2 of the report: "prohibitively expensive".

Until either a) electric customers are willing to pay higher electric bills to cover the cost of burial, or b) new technology allows utilities to bury lines at a much, much cheaper cost, we won't see any large-scale burial of power lines. Georgia Power is a regulated company, sure, but if the Public Service Commission tried to force the utility to bury its lines underground, GAPo would either whine or comply (at the customers' expense). If the customers tell GAPo that they'd be willing to pay much higher electric bills to see the risk of outages drop, then they'd go through with it.

"Wholesale burial of power systems" is right up there with "tunnel the Connector" in terms of feasibility. They sound like good ideas in theory, but there's little to no financial will to do carry through.
