I'm moving back to the Atlanta area and would like to find an apartment in the Decatur area. Is there such a thing as a single-level apartment? One bedroom is all I need.

I already know the answer is yes, but I do want to clarify what you mean by single level. It sounds like you're looking for a one bedroom flat. It does not really sound like you're concerned about it being on the walk-in level but not ground floor; nevertheless, those are available too. Most one bedrooms here are not townhouses so again, it should be easy meet that requirement.
