I know this has been an issue in some parts of the city. What areas are have experienced the biggest problems with dilapidated and/or abandoned homes?

Well, I ask because Councilman Young introduced an ordinance (14-O-1478) that would allow for creating a conservatorship program for abandoned and blighted property. It would still have to be authorized at the state level but it's an interesting idea.

I'm trying to figure out where such a conservatorship would apply if it could be created. Are we talking about houses scattered here and there, or are there specific blocks and streets?
