Downtown Savannah or Charleston, or the French Quarter.

YES! I agree with this 100% !! So the city needs to reverse its policies over the last decade to allow bars/clubs to stay open late again. The state needs to decriminalize gambling. Talk about a dream...
But this plan would be awesome. And it could be done safely. Plus I'd save money not having to fly out to Vegas or Nola whenever I want to celebrate my birthday in style.

Have a mandatory policy that the business owners must pay for a certain amount of police officers to patrol the area depending on the capacity of the particular venue. (A small bar must pay for one cop, a large venue would have to pay for a small army of cops.)

Not sure on how feasible it would be to create, but I think the city needs one. The convention and tourism industry here would get even bigger!

It could also be a great pre-game district by providing shuttle buses to the new GA Dome and Phillips Arena (for those scared of MARTA). These shuttles can be funded by a new district CID.

I would also like to see MARTA run 24hrs a day on weekends to cut down on DUIs. They could run 30-45 minute headways after 1am. (I do realize the maintenance challenges with this, but other cities seem to manage this somehow) C'mon, Keith Parker!

There will be no cars allowed to cruise through the actual district after corporate business hours on Friday. After that, there will only be drop-off areas for cars, cabs, horse-driven carriages, party buses, etc.

This will allow people to walk the streets without dealing with vehicle traffic and there will be no open container restrictions in this district.

Also, make a dedicated section in the district where numerous cabs and Uber/Lyft drivers can idle while waiting on fares to take drunks home.

The businesses would vary from multiple lower-cost dive bars, to fast food joints for drunk partiers, to full-upscale clubs and high-end dining. Something for everyone of ANY budget to bar hop and have a good and SAFE time....

This will make conventions and sporting events think more than twice about passing over Atlanta for New Orleans, Miami, or Vegas.

I can wish.....right? :sigh:
