That's not true. MANY people who work at the CDC do not have straight public health backgrounds, mainly because public health requires knowledge and expertise from such a large variety of fields. Veteran preference is advertised at all levels as well, not just lower levels (EIS Officers for example have preference in many higher level positions). Obviously there are also a ton of people with MPH's, but you don't get preference because you have that degree unless it is explicitly stated. Public health expertise is broad - you can have a degree in microbiology and be really good at a job that requires knowledge of infectious disease, for example. Also, the lower GS levels you are referencing (9 and above) are pretty much entry level at CDC for public health professionals, as the majority of those types of jobs require at least a masters degree. Most people in the higher GS levels have an MPH or other masters degree + a higher degree. Many of the higher ups are MDs, MPH/PhD, etc. etc. Also keep in mind that a lot of jobs posted with a specific person already in mind, and are posted just because it has to be. If a job description seems REALLY specific, there is a reason for that.
