I'd find this tinfoilery more believable if MARTA and Cumberland Mall were owned by Liberty Media.

Its possible the CID could do it if it wanted. If they got sufficient property owners in an area continguous to the City of Atlanta, there wouldn't need to be either a vote or a state legislative act (caveat-there is something in the law about annexing within X miles of another city which might apply and require the legislature to agree).

Cobb Co would get no say in the matter for most annexation methods. It would not be unreasonable to see Cumberland annexing themselves into CoA in a few years since it is mostly businesses.
