I cannot do roommates because I have a 3 year old that I have joint custody with. All I need is a small apartment in a safe area (no violent crime and safe to walk around in the middle of the night) for under $650. It doesn't need to be cool or urban, I would actually prefer a more suburban layout with trees and stuff. I can't go higher than $650. I don't need any other bells and whistles just safe and at this price point. I don't need bus service I have a car. Work overnights in perimeter center area. I'm coming from Oakland County MI north of Detroit, I'm Polish.

Either of those areas would be a decent commute to the perimeter, however I do not know that there are apartments for $650 there.
I did a quick craigslist search - at that price-point, you may need to look at house-renting as well, as opposed to an apartment complex.

You might be able to find something in Norcross or Smyrna, but I can't personally speak to their safety.

Possibly Clarkston too, but I don't know what the level of crime is in Clarkston. It is a bit of a refugee haven, so rents are lower, diverse population, and it could either have a lot of crime, or relatively little.
