It's definitely a conscious thing. Developers, schools, etc. always display and advertise the demographic they want--or the "image" they want to project.

For example, many very white private schools and colleges want to diversity--and/or seem inviting to ethnic minorities. So, they will have all kinds of "diversity" on their cover.

Areas or schools or school systems that want/need more whites will make sure they have a high proportion of whites (or all white) in their advertising.

For other examples...

Go to Clayton County Schools and press on About Us.

Look at the Atlanta Public Schools page. Then look at the DeKalb County School page.

And finally, go here: The Walker School: Private School in Cobb County, Near Atlanta



This is not necessarily always a bad thing...

I mean, it's not really a downtown area which is the point. It's residential side streets with commercial main streets.
