Preliminary report on SunTrust Stadium shuttle system.
Cobb eyes shuttle to serve Cumberland area - Atlanta Business Chronicle

Unless the shuttles are given their own lane, like the MARTA-Braves shuttle was on Capital Ave when it ran to Five Points, they will get caught in the congestion in the roads around the stadium.

They've been talking about the circulator from even before the Braves were on the radar, and I'm glad it's finally moving along.

A great way to get lunch-time workers out of their cars, causing congestion, and into buses. Perimeter Center needs something like this as well. Of course if the area was more walkable, there would be little need to this. Too many superblock developments.

As long as it has its own lane and doesn't have to share Cumberland area traffic congestion, I have absolutely no problems with this.

To be fair, I don't think ARC and GRTA have the power to reject developments. The former's a toothless MPO, and the latter is merely a commuter bus operator.
