With sufficient speed (not current Amtrak speeds)

Economically viable, not necessarily profitable. The point, I think is that those mayors feel that the cost to run is bearsble compared to the options that effective intercity rail opens up.

Macon would be the first stop with a heavy commuter rail having stops on the way to the Atlanta Airport.

Of course the mayor would think it is bearable... because their budget wouldn't have to subsidize the difference. Make the cities wanting to join subsidize the rail operating costs and see how economically viable they think it is.
