OP, just ask your friends who already live in, or know about, Atlanta and they'll straighten it out for you.

"Live in Atlanta?" Sure, there are all sorts of folks that live out in the suburbs that claim to live in Atlanta, but they do not live in the city, and most don't know much about the city or its neighborhoods--(but there are a lot of them, and they will have their opinions).
ATLTJL, since you make the claim that folks are covering up for test scores--have you even looked at test scores from Mary Lin, Morningside, and Springdale Park and Inman? Or did you just "ask your friends" about the scores?

They certainly do not all flood - of course, low lying areas do occasionally flood, but in the 25 years I lived down the street from Brookwood Hills, I recall one (maybe two) instances of the far back of the neighborhood flooding. And, nice houses can be had in the 800k price range. Not a lot, you are correct, but I would imagine there are more than one or two. Certainly worth checking out.
