Reed's not MAKING them join the city. It's their choice! These are grown people!

Soon all of the Cascade businesses will choose to annex into COA, which is how it should have been in the first place.

Right, but to be fair, financial burden =/= land locked. Besides, if those in DeKalb wanted to join the city, even if they cost more than they brought in, I have a hard time seeing the city saying no. Not every annexation needs to be a net gain financially speaking.

You are wrong, every annexation needs to ensure that it is not putting a financial burden on existing taxpayers.

I have a hard time seeing the Druid Hills/NDH/Lavista Park areas being a "net negative."

FWIW, the FIB corridor should've been annexed by the CoA a long time ago (and would have had that stupid constitutional amendment not existed).

Why? If the tax payers and the city are willing to take on the burden to supply services to an area the needs it, I see no issue with that.

Otherwise, you just end up with pockets of areas that can't finance themselves.


I suppose the distinction is in net benefit... since an area that starts out as a drain could become an income generating area (brownfield reclamation and clean up efforts opening up redevelopment), and an area that starts out as a generating area could fall to be a drain (industrial facilities closing and leaving lots of people without work / no longer paying taxes).
