"goofed" is being pretty polite. They didn't pass the ordinance on accident. It didn't get in front of the commission for consideration by accident; one of them brought it to the table. You've sort of got to admit in this situation that:
A) The commissioners who voted for it are just incompetent and never bothered to even read the ordinance before passing it.
- OR -
B) They understood the ordinance and it's potential impacts, but voted for it anyways.
The optics on
either of those options isn't great for a body that has promised nearly half a billion taxpayers dollars to a private company without a referendum.
