Corrupt politics. Highest teacher:student ratio of any metro county public school system although there is s $900,000,000 budget. North (wealthier, whiter dekalb) vs south (lower socioeconomic and high minority population) results in decisions to appease both sides.
I've lived in dekalb awhile mostly because it's close to my job. A lot of my contemporaries use the public elementary school system than go private in middle and high school because we don't like the dekalb school administration but we live our neighborhood. Malls like dekalb, northlake are awful. I go to Fulton to shop.

The good - dekalb is home to Emory University and CDC. City of Decatur is in dekalb. Farmers market is awesome. Fernbank science center. Dekalb school of the arts ranks nationally. Many historic areas including Druid hills and Callonwalde. A lot of people born and raised here stay.

Is this a bad thing?

I think so, particularly in the area of education.
