Where are these 'parents' and why aren't they attached to the lawsuit, since at least part of it is predicated on their complaint?

Didn't each property owner have to agree to the annexation into CoA? If so, how did these parents agree to it without considering the obvious consequences?

The lawsuit alleges that COA pulled a bait and switch, initially assuring owners that school systems would remain unchanged and then reneged.
My understanding is that the eight (or nine) students and their parents are residents of the Villa International Atlanta. In their own words:

"Villa International is a 33-room residence founded in 1967 and launched in 1970 with funding from the Women of the Church, Presbyterian Church (US), now part of Presbyterian Women of the Presbyterian Church (U.S.A). Since our doors opened in 1972, we have hosted over 25,000 residents from 147 countries. Our residents are primarily international researchers at the CDC and the Rollins School of Public Health at Emory University, but also include many others, such as public health professionals or all varieties, interning doctors, students and seminarians.

Why Villa International Exists:
Atlanta can be an intimidating city, especially for international visitors working long hours in unfamiliar surroundings. Finding a place to live can often be a daunting experience. Being able to afford housing, when a month’s rent is often more than a guest’s entire annual salary, can be a deal breaker. In response to these obstacles, seven Christian denominations joined together to create a welcoming community where visitors can mingle with other residents and find acceptance, respect, and the comforts of home."

So, the parents involved are transient residents; most if not all will be gone by the time this situation is resolved, so the argument that their children are experiencing hardship by changing schools wears thin on me.

But this isn't about them anyway. It's about $2M+ that will no longer be contributing to DCSS's ongoing fiscal mismanagement.

That additional $2M will come in handy for the city of Atlanta the next time we need to have lip sync/ugly sweater contests, fancy steak dinners, junkets to the Superbowl, big bonuses for favored employees, etc.

They are renters. Emory owns those properties (or someone else).

So will our Dekalb tax dollars. But the $2 million is gone and isn't coming back. We'll just have to pay the lawyers who are friends with somebody.

Bingo. Green and the corrupt Dekalb School morass refuse to relinquish control or any finances to misuse (largest percentage of budget spent OUTSIDE of the classroom of any system in Georgia), just like when they refused the North Druid charter movement.

At what point does unincorporated Dekalb start cutting services or increasing taxes to make up for losses—and, if so, will this cause more areas running to annexation?
