Wood frame units may be cheaper to build, but are they cheaper to maintain? It seems like the management company is going to pay more in insurance, pest control (termites) and heating/cooling of hallways and common areas than they would for concrete. Which will be made up in higher rent.

This article talks about in the context of SFH but it seems the concept would be the same.

well, when you write a law based on income in this country, it is going to break down on racial lines because of discrimination that gives blacks and hispanics fewer opportunites to progress. it doesn't have anything to do with whether or not sandy springs is "being racist" but rather the effect that the law will have. ignoring the possible implications of a law to avoid calling someone "racist" actually perpetuates the ignorance that causes these policies that have an undue effect on minority populations. people aren't willing to speak up because saying that a policy is racist has all of this stigma attached to it, like you're accusing the people that pushed it of being secret KKK members or something. and people who unknowingly made racist policies but didn't intend it, instead of admitting there's an issue they didn't see, and changing the policy, they get caught up in trying to prove to people they're not a member of the KKK and double down on the policy because they didn't *intend* to be racist.

whether this policy will have a racial or other discriminatory effect, i think needs to be analyzed before they move through with it.

Lower income. How hard is it to read the OP? I specifically talked about affordable housing and how this type of construction helped to keep building costs low, which would help with keeping rents low.
