I'm not a big fan of cities spending money on trains when bus service is substandard but this is a special case where Atlanta is proposing/building a network that could be transformative in a way that buses couldn't facilitate. People love the idea of trains even if they don't ride them while buses aren't popular even though they are superior in every way except comfort and capacity. This is a level or two above what other cities are planning.
