They do. Although they are prone to run in afternoon rush hour! Also seem to run around 9 and 2:30-3:30.
At least those are times I've been caught by them on more than one occasion!

Here is the info for the Druid Hills residents who pushed for the quiet zone on East Lake. I'm not sure if its still active or not but they could probably answer questions on how to start this process.

I see they is a great deal of construction occurring at the CSX Coventry Road crossing. Any idea if it's being converted into a quiet zone?

According to Commissioner Rader's standard e-mail, it is "railroad maintenance." Coventry is apparently back open after being closed all week.

Re: quiet zones

In fall 2005, with the recent passage of federal legislation allowing quiet zones, an effort was begun by a citizen on East Lake Rd. and a few citizens near Frazier Rd. to bring about quiet zones at all crossings on the intown portion of CSX's Seaboard line. From north to south the crossings are: Montreal Rd., Frazier Rd., Coventry Rd., East Lake Rd., and DeKalb Ave.

Frazier crossing became a quiet zone around 2010; East Lake in May 2015; and Coventry will officially be a quiet zone February 26, 2019.

A group of Kirkwood residents is working on a quiet zone for DeKalb Ave. Commissioner Jeff Rader has been involved with all quiet zone work along the Seaboard line. Atlanta City Council Member Natalyn Archibiong is committed to helping bring about the DeKalb quiet zone, which will lie in DeKalb County, the city of Atlanta, and the city of Decatur.

Compliance on the part of train engineers has been high at the two established quiet zones, but not 100%. (Some engineers simply don't like the idea of a quiet zone and they sound the horn.)

There are about a dozen quiet zones in metro Atlanta. And there are many metro communities trying to get quiet zones. The process is long, tortuous, and not inexpensive. (Interestingly, a movie company announced in 2018 that they will fund quiet zones at three consecutive crossings in south DeKalb. The company has reportedly bought properties in that area.)

There were over 700 quiet zones in the U.S. in 2017. Not sure how many there are now.

See safercrossing.org for more information. Check out the top two "recent posts."
