Who has the best mortgage rates for a 15 year refi in the Atlanta area (Sandy Springs)? Relative is looking for a no-cost refi. of 289k.

No one source has the best rates for everyone.

It all depends on the type of property, your level of credit and income, existing debts, etc. Different lenders offer different rates depending on those variables.

It's up to you as the buyer to shop around and get the best deal for your situation. No one can accurately tell you without knowing all of those details the lenders would ask. You can get free pre-qualifications from as many lenders as you want to see who has the best rates for you.

Also, there isn't really any such thing as a no cost refi. While there won't be out of pocket costs, the rate will increase in exchange for this. How much it increases depends on the lender which is yet another criteria to evaluate them on.

Also, you don't necessarily have to just look at local lenders. Many national and online lenders have cheap rates and will lend on properties anywhere.

No-cost refi's are rare. I did one with PenFed back in 2014, but they haven't offered it again in a while.

I'd use a mortgage broker, since they have access to many different loan programs.

Unfortunately rates are rising. We are also mortgage shopping right now.

I would say just shop. Get 3 quotes and do a comparison. Your only out of pocket expense will be the appraisal. All other costs will be financed into the loan. One way to control your closing expenses is to tell the lender who you'd like to use for your title insurance. I always educate my clients on their ability to choose settlement providers. Using a direct-to-consumer title insurance provider will save you big. Savings is mind-blowing compared to title firms and real estate law firms.

Rates have gone up but they are still at historical lows.
