It depends on what you mean by Decatur. Within the city limits, it's pretty safe. Northern Decatur addresses are also pretty good. But areas outside the city limits and south of the city are largely not great save for a few pockets.

This is true. If you find a "cheap" house it's probably not in safe Decatur. Decatur proper is very expensive and very safe, including Oakhurst and Winonna Park. Midway Woods is mostly safe except near Memorial Drive. North Decatur is also mostly safe and family friendly, and a bit cheaper. What people call "rural Decatur" is actually unincorporated Dekalb County and really not safe much at all.

No part of the city is outside the Perimeter. You're looking at unincorporated DeKalb County with a Decatur address,

Default Some areas are safe.

There are some areas of Unincorporated Decatur that are safe such as the zip codes 30034 and 30033, those are areas near Wesley Chapel. But be careful of the areas near Candler Rd.
