Hi, we have a friend whose house was built on the edge of a flood plain in the burbs of Atlanta. Adjacent to the house, he has land additionally designated as 100 yr flood way.
  1. Are there any variances allowed to putting an addition to an existing house on the edge of a flood plain. i.e. if he builds above the base flood elevation/raise the foundation above the flood plain.
  2. Is this considered new / or remodel.
  3. Can he convert an exiting building into living space like a large/warehouse/barn.

Your friend will have to consult with the local government jurisdiction his home is located in about a variance for building an addition to his house.

Your friend will also have to consult with the local government jurisdiction his home is located in about converting an "exiting" (existing?) building into a living space.

Your friend also definitely should consult with his home insurer to see if such additions to his home would require any adjustments to his home insurance policy or policies, particularly with his home being located on the edge of a flood plain.
