There could be some shame in admitting that or getting put on a list of those that need waivers, I would hope that there would be some form of discretion in that case. I remember the kids that got free lunches getting their meal tickets and being called to the teacher's desk in front of the class and then us that could pay bringing our money to her in front of the class. Even as an elementary student, I felt the shame of that separation of the haves and have nots. And my dad being disabled at the time we could probably have qualified but my mother never would have asked for or expected a hand out and would be horrified for me to get it. So I was one of the haves and it still bothered me.

Oh, yeah, you have to be careful not to embarrass the kids. I grew up as one of the have-nots myself and was well aware of it. However, I was lucky in that most of my compadres were in the same boat.

Nonetheless I think it's manageable. One of our good friends has two children who've been given waivers at a very expensive private school and neither the youngsters nor their parent is ashamed of it. (Nor should they be!) Both kids are popular and successful.
