Hop on a scooter and go to areas that weren't as easy before to do bad things. Wait and see. I hope it doesn't, but I have a strong feeling it will. It's all about easier access.
Everyone knows the best getaway vehicles are the ones that can go 15 mph, on a path with limited access points, requiring an account-linked app to access.

According to Zillow the median sales price in Atlanta was 230k and avg listing price was $339k. These numbers are nowhere near 1 million that you claim is needed.
Well, the article in the OP says the average cost of a house in the O4W these days is $650,000. From what I'm reading it's the same or more in Kirkwood, Grant Park, Edgewood and Cabbagetown.

You don't have to look far to see that houses in places like Virginia Highland, Candler Park, Ansley, Midtown, Buckhead, Inman Park, etc. are almost untouchable for less than a million.

650K is not close to a million. If those places are high, then other places inside the perimeter must be very low to come out the the averages I listed.

Zillow lists avg house in Edgewood at $354K
Cabbagetown $398K

Zillow lists avg house Virginia Highland $725K
Grant Park $465K

Realtor.com has 32 listings for Ansley Park, 9 are under one million, 4 are condos in the mid $250k range.
Those two areas you claimed almost untouchable at under a million.
Again you are trying to cherrypick the most prime locations to prove your point and even then failing.

Okay, I will amend my comment to say that the city of Atlanta is quickly becoming the land of millionaires, and that others need not apply.

We can dream of that day, but it seems like we're neither leaving nor becoming millionaires.

I'm talking about petty criminals that don't have vehicles (younger kids, drug addicts, etc.).

.
This isn't even close to accurate. The average current listing price for single family homes in 30317 (Kirkwood, Edgewood, East Lake) is $430k. If you wan't 3,000 square feet, newer construction, and a garage, yeah you can spend $650k . . . but renovated 3/2's are all over the place in the low $400's.

Not even close. People who are in this situation can sell their home and create wealth something that we keep hearing Americans are having a hard time doing but when presented with the option you are against it. Can't have it both ways.

Still plenty of cheap housing on the West, Southwest, and South sides of city.

The west side has already hit the $500s, a million won't be far behind.
