The security guards at the mall are also idiots. I *MIGHT* have cussed one out a few weeks ago for yelling at me for looking at the set (it's not like I even touched anything).

I can see that. But the Stranger Things set would appeal not only to fans of the show, but anybody who remembers the 80s and the glory days of shopping malls. I think that would give it staying power at least on par with the Lord of the Rings set tourist destination in New Zealand.

Most of these sets aren’t built for permanent use either. There’s a potential liability issue if something ends up hurting a guest, even if they do something stupid.

They couldn't operate the stores. The stores were built as sets, not functional stores. Only what the camera sees is finished. They were also not likely built to occupational code, as they aren't operating in a public situation.

Some of those stores were defunct. I think I remember seeing a radio shack. It was kind of interesting to see a time when malls were cool places to hang out.
