The mayor is doing nothing because this situation appears to be out of the city’s jurisdiction.

This situation appears to be under the jurisdiction of the Georgia Department of Natural Resources, who say that they are trying to catch the bird so that they can move it to a remote wilderness area where it will have no contact with humans.
