Could you be more specific with your question? I have a basic understanding... but would like to know more of what you are looking to know.

As far as I know, no organizations have been set up yet.

The way this works is that organizations will be established (they must be non-profit) to receive donations from individuals and corporations that will result in a state tax credit to the donor.

I would think that it will take a while to get these groups up and going given the economy. Once the organizations are established, they will be allowed to set their own standards and rules about which types of students, families etc will be eligible. However, as I read the law, with the exception or rising kindergarteners, students must already be enrolled in public school to receive a scholarship funded with a tax credited donation.

In other states where this tax credit exists, the scholarships have been primarily targeted at low-income, minority students trapped in low performing school systems. Of course, I have no idea how they will work here-- and I wonder how many of these funds we will actually see.
