I want to move to Atlanta but I don't know much abou it. I want to stay inside the city or atleast 15min outside. I want to stay in a community that is very well family oriented. I'm looking for a house no more the $160,000 but no less than $120,000. I would like to get land and build a home around that price if thats O.K four bdrm two bth. Can someone direct me to a website or anything that can help me with my search. Plus give me details about local community.

That might be a tall order.
I cant believe that by now you havent received 100 responses from realtors soliciting for business.
It would be best to consult a realtor.
If you are interested in Cobb County and surrounding area, I can refer you to a realtor that I know.
Just let me know.

In your price range, the only things available withing 15 minutes of downtown Atlanta are either auctioned condos (which won't be 4br), or crack dens. Even finding a suitable lot to build on in that price range will be tough.

In that price range, unfortunately, you will not be able to live within the city limits unless you are willing to put a LOT more money into a fixer upper and maybe not even in a good part of town. Cumming GA is a nice area (especially if we get Lake Lanier back) and you can buy a brand new home for that price. It's a good distance from Atlanta (I'd say roughly 40 miles to mid-town), however it is a straight shot down GA 400. For what you are wanting, you would have to be willing to pay $300,000 plus inside the city limits (IMHO). Even the studio lofts downtown start at $265,000.

Hmmm...to get as close to the city as possible the best I could tell you is a fixer upper, like others have stated in a neighborhood like Grant Park or the West End, but even that would be tough for a single family house. The West End does however have condos , townhomes, and lofts in a new complex called Skylofts for that price range. Atlanta Condo Lofts for Sale | Sky Lofts in West End Atlanta

Another option would be in the Cascade Heights area few miles west of the West End (30331). It's pretty easy to get downtown from there and has a large population of affluential folks out there yet home values are still pretty affordable. Here's what a search pulled up and there are homes that offer what you're looking for 30331 real estate & 30331 homes for sale | Single family homes,Condos,Townhomes,Co-ops - REALTOR.com®

You should be able to find homes in that price range in the Princeton Lakes area off of Camp Creek Parkway. There are also some communities in the Mableton area that may have homes in that price point. Since its truly a buyer's market, the chances of you finding a home in that price range are significantly better than 5 years ago. Anyways, both communities are within an easy commute of Downtown.

I seriously doubt you will find a lot for that price within 15 minutes of downtown. If you do, I would be hestitant about the area in terms of crime, etc. You may have to reevaluate.
