I don't know that he started it just by filming the work crew. It's not illegal to do so (not that I know of anyway) and city employees are paid by the citizens. The workers may have been on a break and the video might not have had any merit whatsoever, but no public or private employer should tolerate it's employees reacting the way he did.

How stupid was he anyway? There was a camera in his face, and he obviously knew it...you would think that he might realize that the film would get him in trouble.

Well the guy was caught goofing off at work so I understand his outrage since he was busted on tape but he didn't have to get that profane either.Oh and this happens everywhere not just Atlanta.
