Phase 1 is basically the extension of Alexander Dr into the property and the Costco. It opens up some of the land for easy development so restaurants etc. can build adjacent to Costco. Phase 2 is basically the remaining 2/3 of the property that is undeveloped.

A few lucky people, mostly local business owners, have been invited to a "pre-opening" tomorrow night.

I recently heard Bebe is opening at the VAR development.. The news is far from being considered a slam dunk, and could be a rumor..
bebe: Women's Clothing and Apparel, Dresses, Tops, Jeans, Shoes, Bags & More

Bebe would add to the list of stores and restaurants only found in Atlanta and Augusta... Apple, Pandora, Williams Sonoma, Jared Galleria, PF Changs, Costco, Sephora, Tutti Frutti, Buy Buy Baby, etc...

The first phase of the Village at Riverwatch should begin in the near future.. I could see Bebe locating here, since the VAR was expected to attract retail outside of the market(i.e Costco)..
