Here's what Austin 311 response was:
Thank you for contacting the City of Austin. It would be illegal for someone to live in a trailer that is parked in someone's driveway even if a fence was built around it. People can only live in trailers in trailer parks.

Yeah, would think it would be more about zoning and residence issues, rather than parking - i.e. that trailer could park there if uninhabited, but not with someone living in it.

The question then becomes what constitutes 'living' in the trailer, as opposed to visiting, etc. It would be nice if the could point you to the pertinent regs (being the reg-wonk that I am).

Agreed, I suspect its probably a civil violation rather then a criminal violation.

Sure they do. We did not find it because we were looking at the parking regulations and it is covered here in the land development regulations:

§ 25-2-1207 LOCATION OF MOBILE HOMES OTHER THAN IN MOBILE HOME PARK.

(A) Except as otherwise provided in this section, a person may not place, maintain, or occupy a mobile home in the city other than in a mobile home park that is licensed under this division, or in a mobile home subdivision.

(B) This section does not apply to a mobile home that is:

(1) located on a construction site and is used as a field office during construction;

(2) a mobile home sales lot; or

(3) a mobile home that is under construction or stored at a mobile home manufacturing plant.

A strict reading of the above reg seems like it would not apply in the case of the OP. They stated that it is a travel trailer. What is the definition of "mobile home"? Does a travel trailer or motor home count as a "mobile home"? The response from 311 stated "trailer", so maybe (hopefully) it could be enforced.

(65) MOBILE HOME means a movable dwelling constructed on a chassis, designed for use without a permanent foundation, and designed to be connected to utilities. The term excludes manufactured modular housing designed to be set on a permanent foundation and recreational vehicles.

You can't leave a travel trailer parked in your driveway permanently, just as you can't leave a boat permanently in your driveway. This is a city of Austin ordinance. I know because we have had a boat in our driveway for the past 15 years and just last year the City gave out notices to move it or pay a hefty fine.

Interesting, a boat in the driveway is a Recreational Vehicle, which is exempt from the Mobile Home ordinance.

So I'd question the grounds they have for threatening to ticket you as described above.
