He could've been collecting address data also. Many companies, especially utilities, need to know where their customers are. They'll go out with GPS equipment with a laser finder and shoot a GPS location of the front door of the building.
This sounds more likely. The device he was using was significantly bigger that the device pictured above. He also was wearing a construction-type flourescent vest. Maybe I misread the truck sign.
