And wanting to take my daughter to The Big Top Candy Shop. Does the rail stop near Congress make it easier to get there or does a bus get closer? Or would an earlier stop work better?

CapMetro has a good trip planner for using public transit in Austin. It's at Capital Metro - Austin Public Transit .
You enter your starting point and destination, and when you want to travel (plus additional preferences, if desired), and it calculates the three best choices that fit your criteria.

For example, I entered Howard Station as the start, and 1706 S. Congress at the end, starting at 9 am on Monday, and it generated this... take the Redline South from Howard Station at 9:05, Exit at Crestview Station at 9:17, transfer to the 1L bus at 9:24, arrive at destination stop (a short walk to the store) at 10:03.

Another choice would be to plan Metrorail Howard Station to Downtown Station (4th & Trinity) depart 9:05 am, arrive 9:35 am, then plan bus travel the rest of the way... walk 1/4 mile west to Congress, and catch the 1L bus at 9:54, and arrive at destination stop at... 10:03!

So in this case both trips have identical duration, but the first way is a little better because there's no long walk and the wait to transfer is shorter.

See how that works?
