My old neighborhood might be up your alley. It's called Maple Run, and it's just SW of the Brodie and William Cannon Intersection. There weren't many kids there and the schools are not good, so we moved, but it would have worked great if we didn't have kids. Safe, cheap, and very conveniently located to downtown and shopping. We sold our 2300sf house there for $195k a few months ago, but it was one of the larger houses in the neighborhood, and there are a ton in your price range. No HOA, a lot of eclectic people there.

78702 Central East Austin. You can still find house in the 150-160 and it's exactly where the cool kids are buying. Tons of new bars and restaurants popping up everyday. I don't know why you shun the exact area you seem to desire.

Not sure if you are still looking, but I bought a house in what is called Maple Run in 78749. The prices are a bit varied, but the location is perfect. We aer less than a mile from the new Whole Foods in Arbor Trails (not to mention Torchy's Tacos, Kerbey Lane). about a mile an a half from the Alamo Drafthouse off of Slaughter and Mopac. They are about to complete the flyover from 290W to Mopac S (the Mopac N to 290E is finished)...You can get downtown in less than 15 minutes via Mopac, and it won't be much longer than that via 290 to S. Congress/I-35. I got to the airport in less than 15 minutes last weekend.

As for the people in the hood? I am a musician with a young family, my neighbor is a hipster, my neighbors next to them are young folks that like to have a good time. It is, in my opinion the most bang for your buck in S. Austin. And it is safe. I follow my neighborhoods crime via spotcrime.com, and there is not much where I live.
