What's wrong with E Riverside? I'd save the money and stay there, it's rapidly cleaning up.

there are studios and efficiencies in Clarksville -- most are older and not fancy and also not cheap -- but great location.

What do you consider a bikeable distance? Trulia shows two at $549-$594, one N of UT and one just south of Oltorf near Congress. It might be feasible to ride the bus from S. Congress, I'd look into that one.
