Not sure there are any 'unsafe' places, other than what might be considered unsafe for anyone. As for vibrant, I am not sure what you mean...do you mean lots of stuff to do, or do you mean an area that represents a significant LGBT population? There really isn't much of a LGBT enclave in Austin, at least that I am aware of....

LGBT area in Dallas is Oaklawn and in Houston it's Montrose.
Austin doesn't have any specific area with LGBT bars/clubs/restaurants- although there are a handful of clubs downtown that mostly the 21-25 crowd hang out at. Other than that you won't find much.

According to this map, you want to live north central. Especially if you like to shop for furniture.

From what I can tell, Austin has always been so accepting of LGBT people that no one felt any need to segregate into their own community or neighborhood. There are a few gay bars and a couple pride events (that I haven't bothered to go to), but overall, the LGBT community is the Austin community as a whole. If I recall right, there are just as many gay people in the suburbs as there are within city limits. That said, a large portion of the gay guys I know live in East Austin.

My gay friends have told me that the gay pride festival in Austin is incredibly lame and that it's not even held the same day that most other gay pride festivals are held in the U.S.

If you want gay friendly and a bigger community go to Houston. Montrose is pretty big and the Pride Parade is huge there.

I'm bisexual and have never had any problems living in Austin. From my experience, there really isn't an LGBT unfriendly area in Austin.
