My neighbor is an accountant and does tax returns out of her home. Is there a way I can find out if she's licensed to do that? Is there an online resource for searching Austin businesses?

Wow, didn't realize this was such a sensitive topic. Home based business are highly regulated in Austin according to this site:
Common Code Violations | AustinTexas.gov - The Official Website of the City of Austin but I couldn't find any more details than that. Is it really so out of line to wonder if my neighbor's business is being run in accordance with the law?
