I know I've talked about it! The 1928 formal segregation plan, the brutal integration of the schools that dismantled AA institutions in a punitive manner, segregation at UT, at hospitals, pools, parks, etc.

It is no secret. And it was not distinctively different from any other city in the region.

Okay, here is where I have a bit of an issue - it seems if you cannot vote for someone ethnically identical to you, then you aren't represented? If 'you' (Asian immigrants, in this case) choose to live all over and not directly form a community, they are not represented? I may be naive, but if it was really an issue, wouldn't there be a 'chinatown' and it would be in a district and then they could vote for a candidate that would, what, promote the dragon boat races more? Maybe their actual issues are mass transit, commute times, education, water resources, taxes, etc?

The physical segregation is along economic lines, not genetic lines. Withing the poorer groups, they (various racial groups) are more likely to live with people of a similar race. Within more affluent groups, race is much less of a factor in determining where to live.

Edit: Just checked the racial breakdown at our elementary school (very much SW Austin), and while it is several years out of date, the last numbers show 20%+ Hispanic and 14%+ Asian. Both have been slowly trending up for several years, and I would assume have continued to do so. On the other hand, AA was <4%.
