I'm here outside the Capitol & here's a bunch of these yellow bags covering all the parking meters in the vicinity. Why? Are they looking to create artificial scarcity for parking meters? Or is there a parade or something that needs the streets to be clear?

Just wondering, since it's annoying to have to worry about parking.

A variety of possible reasons - reserved for some big event, keeping them clear for a parade or construction, etc. It happens occasionally.

The two biggest reasons I know of are:
1) Valet companies buy the spaces with sweetheart deals for mere pennies and then use those spaces as their storefront
2) Keeping some lanes clear for emergency services or greater traffic flow

Yes, it really annoying. At the Capitol there at 14th St and Lavaca it has been that way for nearly a month. It’s a pain in the ass because Lavaca was just divided to include the bus only lane which removed a bunch of spaces for the Chili Parlor and the surrounding businesses.
