You can't (at least I don't think so) and aren't supposed to be able to...the local 911 will transfer to Austin if necessary.

thats the non emergency number though (311). So you think 311 can transfer you to 911?

Yep, called in a road-side fire many years ago (before the big ones were on anyone's mind), and the 311 operator transferred me to a 911 operator.
